Is going to grad school a smart way for a non US citizen to gain access to the country’s job market?

Certainly seems sensible to me. If you have a high level of technical skills you can be parachuted into an organisation - but it’s ALWAYS easier from the inside.
In this instance that would mean either:
a) Working for an organisation with international offices in the US and working from there to find a way in
b) Going to grad school
Aside from all of this you always have other options:
- Get a one way ticket and see if you can get someone to hire you
- Direct applications to local companies
All can work. I’d go with 2) to start with then consider other options!
